    Rising sea levels are an inevitable phenomenon caused by climate change, the impacts of which are already visible. Over the past century, the average sea level has risen by more than 20 cm. Overseas territories are on the front line of rising sea levels: they alone account for more than 70% of France’s coastline, and their development concentrated on coastal areas and the fragility of their ecosystems make them the French territories most exposed to rising sea levels
