Decentralisation,devolution and restructuring of the State administrations, multiplication of agencies, creation of independent administrative authorities (IAA) and the European Union participating in mutations of the prerogatives and of the organisation of local authorities and of the State. The crisis and its prolongations weaken territorial and social cohesion. Faced with the incapacity of financial markets to self-regulate and to regulate human relationships, the legitimacy of the State’s interventionism is reinforced weakening the concepts of "less government" or "minimum government" Undertaken in 2007 in order to reduce public expenditure, the general review of public policies (GRPP) leads to redefining in priority in terms of solidarity and balance of the territories.
